Fix build: remove ocicl dependency, fix artifact paths

- Remove ocicl from RPM BuildRequires (deps are vendored)
- Remove ocicl setup/collect-licenses from spec (use pre-generated file)
- Fix artifact download to current dir (avoid nested ocicl/ocicl/)
- Rename VENDORED-LICENSES.txt to THIRD-PARTY-LICENSES.txt in spec
